Biography
Harry Oppenheimer is a political scientist and assistant professor at the Georgia Institute of Technology Jimmy and Rosalynn Carter School of Public Policy and co-director of the Center for Digital Human Security. He also holds a courtesy appointment in the School of Cybersecurity & Privacy in Georgia Tech’s College of Computing. He received his Ph.D. in Government from Harvard University in 2023.
Oppenheimer study digital globalization, economic statecraft, and the international politics of cybersecurity. His work has been published in both political science and computer science, including the British Journal of Political Science, Public Opinion Quarterly, the Journal of Peace Research, and USENIX Security. He has published policy commentary based on his research in Lawfare, Newsweek, and Defense One. His research has been recognized with several awards, including the 2024 Best Dissertation Award from the APSA International Collaboration Section and the Distinguished Paper Award from USENIX ’24.
Before coming to Georgia Tech, he was a postdoctoral scholar at the UC Institute on Global Conflict and Cooperation, jointly funded by the Los Alamos National Laboratory and Lawrence Livermore National Laboratory. He previously worked as a research associate for national security at the Council on Foreign Relations.
